Of interest is that Mr.
Thomas' article states "Colorado has a very strong creative economy, said
Lt. Gov. Barbara O'Brien, who along with Gov. Bill Ritter addressed a
gathering in Denver's River North Art District. But economic-development
incentives directed at the sector haven't proved as effective as desired,
something the new legislation is designed to address. For example the state
last year allocated $300,000 for its film-incentive fund, which provides a
10 percent rebate on nonpayroll costs for film and video production done in
the state. None of those funds was awarded, in part because producers must
spend over 75 percent of the projects non payroll budget in Colorado." In
the same article Mr. Thomas explains the limitations with that distribution
plan, "producers he talks to in New York and Los Angeles often resist
working in Colorado, in part because incentives are more attractive
elsewhere." That's a serious problem for producers, but Dr. Browning's
expertise and her many grant writing books can help eligible grant
applicants. Back in January, when I first featured Dr. Browning's book,
Grant Writing for Dummies, I began working on her profile to list her in
both the BLP Newsletter, as well as update her listing in the next
edition of Black Authors & Published Writers Directory (June 1,
2010). Click on Grant Writing for Dummies at Amazon.com,
you'll find a current list of workshops Dr. Browning is conducting
throughout the country.
